"Who is experiencing what kind of problem?" Problem analysis person/institution

Problem analyses frequently do not make specific assignments as to who actually has which partial problem. Occasionally, institutions have a tendency of personalising problems: "we only owe problem XY to the difficult personality of manager Z.", while some members of the system would prefer to allocate the problem to the institution alone: "if the work environment were better, we would not have problem Z."

Only the specific problem resolution without wasting any resources makes it possible to ask the definite question about who is having which problem; generally, this problem analysis is virtually impossible without the "observation from the outside". I will be the one conducting this observation from the outside for you.
